When a tsunami surged through the Indian Ocean in December 2004, more than 230,000 people died and about 1.7 million were left homeless. In 14 countries, the massive waves swept away schools, hospitals, government offices, businesses, infrastructure—even entire villages. Indonesia's Aceh province and Sri Lanka were the hardest-hit areas (Exhibit 1).
