Since 1998, when Sheila Dikshit took her place as chief minister for India’s capital and state of Delhi, the city has opened its first subway, increased its green cover by ten times, and created a forum for increased public participation in government.
In any city these accomplishments would be remarkable, but they are especially so in India, where economic-development efforts often become ensnared in the country’s vast bureaucracy—a process Ms. Dikshit describes as “hair-tearing.”
